New York City rats, famished by restaurant closures and emboldened by starvation, are plaguing outdoor dinerscrawling on their shoes and sitting on benchesas business owners call on the city to address the rodent problem.

Romano and other restaurateurs are asking the city to reduce the citys rodent population, but the odds look slim amid a budget crisis caused by the coronavirus pandemic, the Sanitation Departments rat mitigation budget has been by $1.5 million to $12.3 million, meaning 25% less trash pick-up in areas with significant rat issues, according to NY 1.

Vigilantes have taken it upon themselves to exterminate the citys rats for fun: Elias Schewel and his dog Sundrop hunt rats four nights a week in Brooklyn, killing as many as 20 rats in four hours, according to NY 1, though this amounts to no significant dent in the overall population.
"Its actually been a great pleasure of mine watching [Sundrop] learn how to make a kill, Schewel told the TV station. Its like whack-a-mole.
The Department of Health and Human Hygiene said rodent complaints reached record lows during March, April and May.

No absolute immunity for Trump

The U.S. Supreme Court saved the most politically explosive cases of its current term for last. Yesterday, the court ruled on requests for access to President Trumps financial records. The president had claimed that he could block the subpoenas on the grounds that he is immune from criminal proceedings while in office.
It was a split decision: New York won, Congress lost (for now). Both elements of the matter were decided by 7-to-2 majorities:
Mr. Trump cannot block a subpoena from the Manhattan district attorney, served to his accounting firm, Mazars USA. New York prosecutors are seeking Mr. Trumps business and personal tax records in an investigation into hush-money payments made during his election campaign.
Congressional committees cannot access similar records from Capital One, Deutsche Bank and Mazars USA as part of investigations into the hush-money payments and possible conflicts of interest. They must narrow the parameters of their requests, the justices ruled, and heed the competing needs of government branches.
The fights will continue in lower courts. Mr. Trump will have to devise a new argument to keep his records secret in the New York case, while Congress will need to do the same in its case. The companies served with subpoenas say they will comply with whatever the courts decide.
Neither case is likely to be resolved before Novembers presidential election, according to Martin Lederman, a professor at Georgetown Universitys law school. And because the New York case is part of a grand jury investigation, even if the records were released they would be shielded from public view.
The justices are certainly not ignorant of practical outcomes, Professor Lederman said. The court seemed more concerned with constitutional matters than whether decisions help or hurt Donald Trump in November.
The justices appointed by Mr. Trump Neil Gorsuch and Brett Kavanaugh ruled against him in the New York case, joining the four left-leaning justices and Chief Justice John Roberts in rejecting his claim of absolute immunity. As The Timess Peter Baker put it:
The forceful decisions represented a declaration of independence not only by Mr. Trumps own justices but by the Supreme Court as an institution, asserting itself as an equal branch of government in the Trump era.
An intriguing question: If Mr. Trump loses the election, will Congress continue to pursue its investigations into his finances? If not, and the New York grand jury evidence stays sealed, the contents of those long-sought-after tax returns may remain a mystery forever.

Heres what is happening

The former top federal prosecutor in Manhattan testified about his firing. Geoffrey Berman, whom President Trump dismissed last month, told House investigators about efforts by Attorney General Bill Barr to pressure him into resigning, which he resisted.
Starbucks will require masks in its U.S. stores. Customers at the coffee giants 9,000 American locations will have to abide by the rule starting July 15. In locations where local rules dont require mask-wearing, customers without face coverings can use drive-throughs or curbside pickup.
Fords C.E.O. rebuffed employee calls to stop making police vehicles. Jim Hackett, the automakers chief, wrote in a letter to senior executives that while he supports the Black Lives Matter movement, first responders play an extraordinarily important role in the vitality and safety of our society.
First-round offers for the New York Mets are in. Bidders for New Yorks second-best Major League Baseball franchise reportedly include the hedge fund mogul Steve Cohen; a group backed by Jennifer Lopez and Alex Rodriguez; and the Wall Street executives David Blitzer and Josh Harris, who own the N.B.A.s Philadelphia 76ers and N.H.L.s New Jersey Devils.
Chelsea Clinton reportedly may start a venture capital firm. The former first daughter and hedge fund executive is said to be considering a company called Metrodora Partners, which would focus on health and learning start-ups, according to Axios.

Bidens moderate twist on economic populism

Joe Biden is leading President Trump in polls on virtually every issue except the economy. Yesterday, the presumptive Democratic presidential nominee unveiled an economic platform wrapped up in populism, in an effort to close that gap.
Build Back Better is Mr. Bidens slogan, with an emphasis on shoring up American manufacturing via huge investments in areas like 5G wireless technology and electric vehicles. He said it would be a level of spending not seen since the Great Depression and World War II.
He attacked Wall Street and big companies, saying that it was way past time to put an end to shareholder capitalism and criticizing Mr. Trump for focusing on the stock market as a barometer of Americas economic health. The days of Amazon paying nothing in federal income tax will be over, Mr. Biden added.
How would he pay for all this? Mr. Biden is proposing nearly $4 trillion in tax increases largely by reversing Trump tax cuts for the wealthy and for companies and deficit spending that builds on the $3 trillion in borrowing that Washington has approved in coronavirus economic aid.
Is Mr. Biden really shifting significantly to the left? Some thoughts:
Attacking shareholder capitalism isnt particularly radical. Since last year, the Business Roundtable, the trade group for blue-chip corporate America, has called for companies to focus on more than just their shareholders.
The financial advisory firm Signum told clients yesterday that Mr. Bidens platform excludes the most progressive ideas touted by Democrats, including Medicare for all and the Green New Deal. By Signums reckoning, Mr. Bidens announcement makes just enough concessions to the progressive wing to avoid an open rift in the party.
Whats more, many on Wall Street say theyll put up with higher taxes if it means a change of administration. The majority of people I talk to on Wall Street think its worth taking the hit to get Trump out of office, an unnamed senior banker told Vanity Fairs Bill Cohan.

An ugly quarter awaits U.S. banks

The biggest American banks will report their second-quarter earnings next week, and it could be rough.
Loss provisions will rise, but so will fees. Lenders were quick to add billions to their loan-loss provisions at the end of the first quarter, and analysts expect at least as much to be added in the latest quarter, too. For the full year, S&P expects that credit losses will account for around three-quarters of the worlds largest banks pre-provision earnings, more than double the share last year.
The good news is that companies have taken on cheap debt and eagerly issued new shares into climbing stock markets, increasing banks fee income. That means that despite the drain on earnings from fresh provisions, banks with strong underwriting businesses, like Goldman Sachs, JPMorgan Chase and Morgan Stanley, could see a quarter-on-quarter rise in profit. All banks, however, are expected to announce huge drops in earnings versus the same quarter last year.
Global banks face $1.3 trillion with a T in credit losses this year. Thats more than double last years $600 billion, according to S&P. Losses will remain high next year, when the strength of banks provisions will be tested by a surge in charge-offs as payment holidays and government support measures expire. From a bank credit risk perspective, perhaps the greater danger at this time is the reduction of such support too early, resulting in a longer and deeper economic contraction, further impairing banks asset quality and increasing credit losses, according to S&Ps analysts.

TikTok weighs steps for survival

The social networks Chinese owner, ByteDance, is under pressure to devise ways to shield the service from potentially damaging actions by governments uneasy with the companys perceived ties with Beijing.
The White House may ban TikTok and other Chinese social media apps, Secretary of State Mike Pompeo said earlier this week. The Verges Adi Robertson runs through how that might work: One option is for the Committee on Foreign Investment in the U.S., the regulatory panel focused on national security, to force ByteDance to divest U.S.-based assets.
India recently banned TikTok and other Chinese-owned apps like WeChat, saying they pose a threat to sovereignty and integrity.
ByteDance is reportedly considering a new headquarters for TikTok outside China and a new management board, according to The Wall Street Journal. And it has pulled TikTok out of Hong Kong, following a new security law that binds the territory closer to China.
In May, TikTok hired a well-known Disney executive, Kevin Mayer, as C.E.O., in part to help the social network navigate Washington. And it has long stressed that it doesnt share user data with Beijing, and argues it wouldnt do so if asked.
Users are scared anyway. High-profile users like Casey Neistat warned their followers about the possibility of a TikTok shutdown, while the widely followed gamer Ninja said he had deleted his account because of concerns over the apps perceived connections to Beijing.

New York City diners forced onto the sidewalks at restaurants are now being attacked by rats as restaurateurs beg the city to tackle its sanitation problem.  
New Yorkers have been flocking in their droves to enjoy European-style outdoor dining at some of their favorite haunts ever since the city entered phase two of its coronavirus reopening plan last month.
The move has provided some much-needed income for restaurant and bar owners that were forced to shutter back in March but, with more food being eaten outdoors, the areas are also attracting huge rats.
Restaurant owners are urging city officials to tackle what is fast becoming a new public health issue.

Giacomo Romano, owner of Ciccio, an Italian restaurant in SoHo, told NBC New York one of his customers had an unfortunate encounter with a rat while enjoying a meal in the outdoor dining area.
'Last night, a customer had a baby rat running on his shoe and I let you just imagine his reaction,' he said. 
Romano, whose restaurant has been open in Lower Manhattan for seven years, said the rats are coming out of nearby Father Fagan Park, a popular spot for city-dwellers to relax.
He pointed out there is only one trash can for the entire park and people opting for takeout and picnics in the park are throwing garbage in the area.  
'There are a lot of new holes in the ground covered by the plants,' he told NBC New York. 
A parkgoer also said they had seen several rats in the area while they were sitting on a bench.

Romano said, though he agrees with plans to put indoor dining on hold in the city, city leaders need to tackle the growing problem and he has contacted city leaders asking for help.
It's not only Manhattan restaurant owners voicing concerns about the burgeoning sanitation issue.  
Barber shop owner Pasquale Giacobbe, who just reopened his business on the same street as Ciccio last week, is also urging the city to step in.  
'I already don't have the help from the state, no loans from nobody. At least they can come do something, for all the tax we pay,' Giacobbe told NBC New York.

The Big Apple entered phase two of its coronavirus reopening plan on June 22, allowing restaurants to open with outdoor dining. 
Emergency programs aimed to help hard-hit restaurants clamber back to their feet after three months of closures now permit sidewalk and patio seating as well as tables to be set up in parking spots. 
Several establishments that previously had no outdoor seating have set up dining areas in the streets and on the sidewalks stretching for miles along popular parts of Manhattan and Brooklyn.  
Phase three of the reopening plan - which started Monday - was scheduled to include indoor dining with a limited capacity.
However, de Blasio said indoor dining is being put on hold for 'a substantial amount of time,' following a surge in coronavirus cases in several states, which has forced officials there to backpedal on their reopening plans and close newly reopened businesses again.

The World Health Organization has issued a new scientific brief that summarizes whats known about the different ways the coronavirus can transmit. The 10-page brief, posted Thursday, considers all the ways researchers think the coronavirus may be able to spread: through close contact with droplets expelled when an infected person coughs, sneezes, speaks or breathes; through the expulsion of small microdroplets that have the potential to spread over greater distances; and through contaminated surfaces. The Greens Chairman Robert Habeck provides information on his Instagram account, and anyone who has no idea who or what "Koniks" could be, learns when looking at Habeck's picture: They are horses.
In this case, two animals that bend over and smell on the politician crouching on the ground, presumably because he smells so good, possibly after "Irish Moss" ("Adventure Freshness. Freedom of Men") or, possibly even more delicious, after Habeck pure.
It is a work of political staging, another from the series of pictures that Robert Habeck shows us as a very natural, human, nature-loving politician. We already know Habeck with outstretched arms and barefoot on the North Sea beach, we know him close to the people in socks on the floor of an ICE, we have seen him curling his own curly hair due to Corona, and now: Habeck among horses . The scene with the Koniks, however, marks a remarkable high point in Habeck's self-marketing. 
It may be due to a certain despair about the lower approval ratings for the Greens in the corona crisis , in any case the impression arises that Habeck's political career had reached a state of absolute freedom from pain. Nothing is too embarrassing, he does everything now, if only it could please.

A look into the workshop of self-staging

First of all, there is this strangely esoteric-political text:

Here the connoisseurial name of the horse breed catches the eye, the man knows his way around and wants us to know that. But what else does he tell us? Apparently he gets on well with Daniel Günther (CDU), the two go hiking, which is firstly reminiscent of the legendary political hiking friends Franz Josef Strauß and Helmut Kohl and secondly is to signal: Here, in spite of all differences, an alliance is forged, here you can walk mutual trust. As we learn, in the Schäferhaus nature reserve in Schleswig-Holstein.
And here, so you have to imagine, the Green interrupts the lively political strategy discussion with the Prime Minister, in order to quickly leave the way and lie "silently on the ground" in front of a herd of Koniks. So here he found the closeness to "magic", whatever that might mean. 
An exact impression of this scene is given by a second photo, which a obviously moving photographer published on her Twitter account @AufmDach.
It is a look into the workshop of self-staging: Habeck is lying on the ground in the meadow, his legs bent, but not dreamily and reverently awaiting a horse's sniff, more like working under a car in need of repair, not looking at the horses , but aimed at the display of his cell phone, apparently choosing the right image section for self-portrait and waiting for the right moment until the Koniknüstern approached the Habeck skull at an optimal angle. Perhaps this picture is deceptive, and Habeck just quickly checks his mail or the status of his Corona app, who knows but is more likely: "A lot of pictures were created that speak for nature conservation". This is what it looks like, the magic that Habeck means.

Displayed enthusiasm

In Habeck's text for the picture there is a small tip against the CDU (let's not forget: this is still about politics) and then the question to the followers about which nature reserve they like best. 
Unanswered from here the answer: In any case, not one in which you run the risk of not only observing horses in free run, but also people who pose for a perfect selfie in front of every natural beauty, who crawl towards animals that wallow in the own exhibited enthusiasm for nature. Spreading an image of nature in which nature is not the focus, but a type who apparently considers himself the greatest natural beauty of all.
Such behavior is as close to dignity as one can get.
68% of people tested at a New York clinic had coronavirus antibodies

Over two-thirds of people at a clinic in one New York neighbourhood tested positive for coronavirus antibodies, raising hopes that large parts of some communities may have some protection during any potential second wave of infections later this year.
According to a New York Times report, 68% of those tested at a clinic in Corona, a predominantly Hispanic working class neighbourhood in Queens, tested positive for antibodies to the coronavirus.
At a different clinic in Queens, the figure was 56%. However, at a more affluent neighbourhood in Brooklyn, only 13% of those tested had antibodies for the virus, the Times reported.
The news raises the possibility that communities in the city which were hardest hit by the virus areas where many residents are Black and Latino and on lower average incomes may be better positioned to avoid a second wave of the virus later this year.
Meanwhile, more affluent communities may be more vulnerable to the virus spreading, if antibodies do prove to offer medium- or long-term immunity to the virus.
The antibody results were shared with the New York Times by CityMD, a firm which runs medical clinics and urgent care centres. CityMD carried out 314,000 antibody tests in New York City during the period, of which 26% came back positive.
However, the high presence of antibodies at the two Queens clinics where the tests were carried out between late April and June does not necessarily indicate that the same high proportion of people across the whole community will carry antibodies.
For one, a group of people who sought tests at urgent care clinics are more likely to have been infected with the virus than a representative sample of the local population.
Furthermore, scientists are still unsure how long antibodies last and how long someone who has been infected with the virus is immune for afterwards.
Dr Anthony Fauci, the top infectious disease expert in the US who is helping to lead the government's coronavirus response, said in April that people then recovering from Covid-19 would likely be immune until at least October.
But evidence from a June study in Spain indicated that antibodies may only last for two or three months. In a separate study published this week in the Lancet, a medical journal, researchers found that people who had been infected often shedded antibodies from the virus after only a few weeks.
That would mean that antibodies offered little protection in a few months time to those who had already been infected with the virus.
"Immunity can be incomplete, it can be transitory, it can last for just a short time and then disappear," said Raquel Yotti, the director of Spain's Carlos III Health Institute, who helped carry out the study.

Experts are seeking to allay fears that the death of a man in China due to hantavirus suggests that the coronavirus is about to be joined by another pandemic.
The unidentified victim from Yunan province died while traveling on a bus to work in Shandong province, sparking the hashtag #hantavirus and widespread panic that another major killer was in the offing.
But scientists were quick to stress that the hantavirus is not new and has only rarely believed to have been passed between humans, unlike COVID-19.
Hantavirus cases are rare, according to the Centers for Disease Control and Prevention, and spread through close contact with rodent droppings, urine and saliva, USA Today reported.
Certain kinds of rodents in the US can carry the virus, which is transmitted when someone inhales contaminated air.
The hantaviruses that cause human illness in the United States cannot be transmitted from one person to another, the CDC says on its website.

In some rare cases in Argentina and Chile, there has been person-to-person transmission when someone is in close contact with an individual who has a type of hantavirus called Andes virus, according to the agency.
In the US, the virus can cause a potentially fatal respiratory illness called hantavirus pulmonary syndrome, USA Today reported.
Its symptoms include fatigue, fever, muscle aches, headaches, dizziness, chills and abdominal problems. When the lungs fill with liquid during the later stages, coughing and shortness of breath can occur.

New York City has turned to an unlikely ally in the fight against the citys mounting rodent problem: pet dogs.
Unfortunately, the Big Apples resident rat population has become even more aggressive during the coronavirus lockdown due to the shortage of trash caused by shuttered restaurants. To combat the scourge, a group known as Ryders Alley Trencher-fed Society (R.A.T.S.), is enlisting concerned citizens and their beloved pooches to track down and kill the pesky pests.
We have a policy: Any time we get a call or an email or anything, we at least go check it out, Richard Reynolds, who founded R.A.T.S. almost 30 years ago, tells The Post. The group even does house calls.
But right now, NYC has an especially huge rat problem, R.A.T.S. volunteer James Hoffman tells Cheddar news service, adding that this enables them to do what they do best. Which is, according to the their Facebook page, recruiting Border Terriers, Norfolk Terriers, Fox Terriers and Dachshunds and other rat-catching breeds to seek and destroy vermin.
The vigilante group ventures out regularly in response to any citizens or even city officials call, and sicks their furry exterminators on the vermin until the problem is no more.
Reynolds says any breed of dog can join the hunt, however some canines are better equipped to cull rats than others. Terriers have an innate sense to do this, its in their genes, Reynolds says.
Others require more practice. In one of the more hilarious mishaps, one hapless rat catcher caught a bagel and not a rat during his first outing, reports Cheddar.
And the pest-purging pups work best in a pack with one of the usually smaller, pointer pooches flushing out the rats while the other dogs surround the critter and kill it.
Setting the hounds on other animals might sound barbaric, but its more effective than poison or glue traps, reports Cheddar. Indeed, rat terriers, which were a fixture on farms in the early 1900s, can reportedly cull 100 varmints in one day, reports Modern Farmer.
Were offering a very quick, not painless to be sure, but at least quick and merciful death, says Reynolds of the unorthodox pest control measure.

Still, while hunting rats is not illegal in NYC, getting permission is difficult, which means the group must operate covertly. Reynolds equates their modus operandi to Mission Impossible where the guy would go into the phone booth and the phone would ring and it says this tape will self-destruct in five minutes and we dont even know you.
Thats kind of the way we work with the city.
Suffice to say, the ruff-riding rat hunters have got their work cut out for them in the time of the coronavirus.
With the redistribution of the food supply the rats are redistributing, Reynolds tells the Post, referencing the COVID-caused restaurant closures. So lets say we hunted a dumpster out behind a given restaurant, we dont hunt there anymore.
Even worse, in the absence of trash, many rodents are turning eating their own kind: These rats are fighting with one another; now the adults are killing the young in the nest and cannibalizing the pups, says Bobby Corrigan, a rodentologist who specializes in urban vermin.
Fortunately, R.A.T.S. is hoping to stem the plague in a way that benefits both man and dog. We help out the community secondary to it, says R.A.T.S. volunteer James Hoffman. First is for the dogs, second we help out people.

Romano and other restaurateurs are asking the city to reduce the citys rodent population, but the odds look slim amid a budget crisis caused by the coronavirus pandemic, the Sanitation Departments rat mitigation budget has been by $1.5 million to $12.3 million, meaning 25% less trash pick-up in areas with significant rat issues, according to NY 1.

Vigilantes have taken it upon themselves to exterminate the citys rats for fun: Elias Schewel and his dog Sundrop hunt rats four nights a week in Brooklyn, killing as many as 20 rats in four hours, according to NY 1, though this amounts to no significant dent in the overall population.
"Its actually been a great pleasure of mine watching [Sundrop] learn how to make a kill, Schewel told the TV station. Its like whack-a-mole.
The Department of Health and Human Hygiene said rodent complaints reached record lows during March, April and May.
